Accommodation providers urged to halt demanding deposit from NSFAS funded students



The National Student Financial Aid Scheme (NSFAS) has urged landlords never to demand a deposit or top-up payment from NSFAS-funded students.

This comes after NSFAS acquired reports about some accommodation suppliers who need NSFAS-funded students to pay for a deposit or top-up payment in an effort to get access to the authorised private accommodation.

"NSFAS reminds accommodation providers with the obligatory conditions, as provided by the Standardised Fixed-Term Lease Settlement in between the non-public accommodation providers and NSFAS funded students," NSFAS stated in a press release on Thursday.

The Standardised Fixed-Term Lease Agreement states the rent will likely be paid month-to-month to the accommodation service provider (lessor) by NSFAS, on behalf in the lessee (NSFAS funded student), in accordance using the NSFAS terms and conditions for private accommodation vendors’ participation on the student accommodation portal.

"The lessor may not have to have or permit the lessee to pay for a deposit, top-up payments, or every other varieties of payment into the lessor, or almost every other person in reference to this agreement, such as payment of rent, while awaiting payment from NSFAS. The NSFAS conditions and terms for private accommodation vendors’ participation on the student accommodation portal also states that: "Where the NSFAS-funded student is defunded on account of an incorrect choice by NSFAS, the student won't here be chargeable for payment of any arrear rent for the accommodation company, up right until the day of being defunded."

NSFAS stated that the place the NSFAS-funded student chooses to carry on occupying the leased premises, notwithstanding remaining defunded by NSFAS, the scholar will be responsible for payment of lease into the lessor from the website date of getting defunded.

The scheme emphasised that any dispute arising between the parties regarding the interpretation or implementation of the agreement, must be dealt with in accordance with any dispute resolution procedure determined by NSFAS for this purpose.
